Finally I resolve the error

cannot connect to the server within the time limit NW-31456-9

Reason:

Someroutersdo not allowexternalserverstopenetratethe internal networkwhereit consider asa threat, Soyou areable toopen everything in internet Except playing onlineonthe Playstation4 .

Solution:

A-- Opena specialPlayStationPortin yourrouteras follows:

1. Enter your router page in browser
2.Log in to router
3. Select Advanced Menu
4. Select Firewall Settings from menu on the left side
5. Check Enable DMZ Host
6. Enter DMZ IP Address ( your PS4 IP )
7. Click SaveSting

B-- Connectto internetmanually through your Playstation4 and put this settings:
      Subnet Mask : from your internet details
      Default Gateway : from your internet details
      IP Address: for your PS4
      primary DNS : any dsn you know ( you can use google which is 8.8.8.8 )
      secondary DNS : any dsn you know ( you can use google which is 8.8.4.4)
